This is the tricky part. I had Spyware on my comp wich cused my desktop to have this
problem.
Here's where you have to go in your registry editior:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
Also here:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
I deleted the ActiveDesktop registry because this was caused from spyware. I deleted
these registry files, and reinstalled IE from the Win XP disc, and I got my transparancies
back.
