Need Transparency with active desktop TURNED ON

All our wallpapers are deployed via the domain controler through group policy. so we have been trying to find a way to enable transparency with active desktop TURNED ON. I have seen other systems work with trasparency and have active desktop enabled i just can't see why it won't work on ours.
