Hard drive won't boot, but still works

A friend of mine somehow acquired 3 old PC's that don't work for various reasons.
He gave them to me to see if I could get one working PC out of it and all I need
now is for a hard drive to work. The 30 GB western digital one I'm working with now
works fine when used as a storage device (not the drive being booted from) but no
matter how many times I reformat and try to install XP it just won't boot. CHKDSK
says nothing is wrong with it. I was thinking maybe it's the master boot record but
that gets re-written with each format, doesn't it? I would use the recovery console
and try FIXMBR but the XP setup disk i'm using doesn't have the recovery console.
