I had been having the same problem with the Windows Installer appearing when clicking on IE and MS Office applications. When it last popped up (within IE) I clicked on Start, Control Panel, Performance & Maintenance, Admin Tools and took a look at my Event Viewer (log). The program calling for the launch of Windows Installer was a file (something like) MS Office 2003 Web Component. Using Add/Remove programs I removed it since I am using MS Office 2000. I then closed IE and reopened it. I have not seen the Windows Installer again. Hope this helps.
