This thread is 3 years old, you really should start a new one. But ... when you disable 
an item via msconfig, it's removed from the Startup folder and placed in a Disabled 
Startup Items folder under your login id. On my system the path is like this:

C:\Documents and Settings\myuserid\Start Menu\Programs\Disabled Startup Items

You could simply go there and delete the entry or re-enable it in msconfig then delete 
from

C:\Documents and Settings\myuserid\Start Menu\Programs\Startup

myuserid in this case could be your id, All Users or Default user.
