Ip address conflict

"There is an IP address conflict with another system on your network." I know little about networking but my computer is linked to a modem/router which my roomates computer is also linked to. I CONSTANTLY get this pop up message that DOES NOT GO AWAY if left unclicked on the XP taskbar. How do I: A) fix this B) JUST GET THE DMAN THING TO SHUT THE HELL UP ABOUT IT!
