Clock display to 24-hours?

All of a sudden the time shown in the system tray has gone to 12-hour display with AM & PM suffixes. But when i double-click the time and open up the date/ time dialogue box its shown there as a 24-hour time, and there doesnt seem to be any options to affect this. How do i change it to show again in 24-hour format and not 12?
