The Control Panel shows up in French (Panneau de Configuration)

All the language settings are set to U.S. English.  

In the Start Menu (I am using the XP Start Menu not Classic) the Control Panel is 
labelled as such, e.g., "Control Panel."

But in Windows Explorer windows, where I would expect to see the words, "Control 
Panel," labelling the appropriate folder, I instead see French, e.g.,  "Panneau de 
Configuration."  Indeed when I open the Conrol Panel the title bar of the control 
panel window is in French, yet all of the control panel applets' labels are English. 

Not that I don't like French, it is an annoyance to have the one item labelled in 
French while the entire rest of the system is in English.  I would like to change 
my control panel back so it says "Control Panel" again.

Where is the setting (e.g., registry, special file, etc.) that controls this?
