Browse to your browser's exe file. Then, in the location box, type a space and put in your URL. For example: "C:\Program Files\Internet Explorer\IEXPLORE.EXE" http://www.annoyances.org - Finish the shortcut wizard, then right-click your link's icon, select Properties, and change the icon.
