Windows Messenger Service won't stay on!

I go to the properties of Windows Messenger service and change it to "Automatic"
so it will come on and stay on, but for MOST (not all) of my users, it goes back
to "Disabled" within a few days. Any idea why? I use a fax program that utilizes
messenger for fax notification and need this service to stay on until I tell it otherwise.
HELP!!
