I turn it on you see the DELL splash screen then it goes straight to that message. Try to hit F2 to go into setup it says entering setup then instead it goes to that message screen the end... It won"t boot from a CD and did not come with a floppy drive. I tried jumping the bios password (I don't even know if it has one) I tried shorting the cmos. I unplugged the internal battery turned it on and tried to drain it that way, then it sat unplugged for over two months. It didn't do a thing. The damn cmos didn't drain. The only thing I have not done is change the harddrive, because I am not sure if this thing is on the board,the bios,some other chip, on the harddrive or simply part of windows XP security.
