IE not working right

Yesterday when I went out to my cousins house to give hime somthing, he asked me a question about his computer. I can usually figure these problems out when I look at the computer for a while, but neither him nor myself could get it figured out the whole time we were working on it.

The problem: his Internet Explorer doesn't load any pages, it just says this page cannot be displayed. We cleared out the history, content.ie5, temp, temporary internet files, and prefetch folders, as well as looked through the registry a little bit. It still didn't work. Mozilla firefox works fine on his computer and we were connected to the internet. We reset the web settings and restored default operations in the internet explorer internet settings. I tried to run and sfc /scannow but the command prompt told us he needed admistrative privlages at the console level (he is the administrator on the WinXP home machine , so this made no sense at all).

Any help would be greatly appreciated. Also, when trying to run msconfig from the run box or command line, it say s the application cannot be found. I did a file search and it opened just fine, so somhow it isn't in the windows system folder anymore and it used to run just fine.
