First, you don't need netbios. That's only required if you want to share between 
XP and  earlier OSs like 95, 98 or ME.

Are both computers running XP Pro or XP Home?

Some things to check.

1. Same Workgroup name
2. Simple File Sharing enabled
3. Obtain IP and DNS addresses automatically in Network Connections
4. Firewall setup to allow file sharing 

Open a command prompt. 
What does  net view  show you?
Can you ping each computers IP address from t he other computer?
What does ipconfig /all show on each computer?
