I've been able to restore my icons and the taskbar by using Windows Task Manager
(the thing you get by doing a Control-Alt-Delete).
Under the Applications tab, close all instances of Explorer.
Under the Processes tab, select anything in the Image Name column called "Explorer"
and right click to get the "End Process" choice. End the process.
Now, under the File menu choice, choose "New Task (Run)" and type in "explorer."
Press the Ok button.
Works for me.
