It's a hardware issue, not software.  When the machine is powered down, only the 
BIOS code is able to power up the machine if it is set to do so.  The other more 
common issues would be needing a BIOS update to a failing powersupply, motherboard, 
or incoming power noise, spikes etc (should have a good UPS with a line conditioner 
between the wall and the machine to eliminate this possibility).  I doubt you have 
a bad start switch but that could be possible also.  Since you built the machine, 
make sure all of the motherboard supports (standoffs) and screws are in the proper 
holes and not overtightened (or shorting) as this can crush the board layers and 
cause all sorts of odd problems and failures.

If the motherboard has a defect in it, such as a connection sensitive to heat, you 
can get expansion/contraction that can lead to problems also.  I would lean in the 
direction of trying a different PSU first then strongly suspect the motherboard if 
you check everything else I have listed and nothing obvious is in evidence..  A note 
on the PSU..  It supplies current to the motherboard at all times unless physically 
unplugged or turned off at the switch.  Some boards are sensitive to ripple or a 
drop of current and a surge which can trigger a power up..  Good Luck!
