very persistent 'limited or no connectivity'

I know there's a lot of messages on this subject, here and on the web, but I can't
find something that addresses my problem specifically.
Basically I my landlord has a router, WEP-enabled, broadcasting from the apartment
next door, so I don't have access to it.
One computer works all the time, and connects very fast. The laptop, however gets
'limited or no connectivity' basically 99% of the time. I restart, hit repair, go
ipconfig/renew & release, etc. No go. I've had the neighbor reset the modem, nothing.
The tricky part comes in with the fact that it does work SOMETIMES. And, when it
does, about half the time, its quick & normal, and the other half of the time, its
extraordinarly sluggish (as compared to the other at the same time). When its sluggish,
it gets worse and worse over ~20 mins or so, and finally relapses into 'lim. connectivity'.
When it works well, it'll do this too--just randomly in the middle of internet usage
i'll suddenly get 'lim. connect'.
I'd say on average, I'll be connected for 10 minutes before it craps out. It'll
work maybe once a day, or once every two days for that 10-20 min window.
Any ideas?
