Fixing Corrupt system without system restore

I have run into microsoft issue (Articale ID 307545). Where C:\windows\system32\config\system is corrupt. http://support.microsoft.com/default.aspx?scid=kb%3Ben-us%3B307545 I can run the steps needed to replace the corrupt system files. However Part 4 says to use system restore to go back to a previous point. THe problem is there are no restore points available. System restore was turned on but there is nothing there. Can i still fix the corrupt system files or do i have to reinstall??
