If home, boot to Safe Mode, login as Administrator, no password. FOr Pro you should be able to logoff the current user then logon as Administrator. Start / Run type control userpasswords2. Advanced tab, Advanced button, Users. Pick the user and change the group it belongs to to Administrator. That should fix it.
