Did you start install from within 98 or by booting from XP install CD? (second option 
is best - especially as it sounds like you want a clean install - use the partitioning 
tools to remove 98 partition and create new on for XP - obviously back up any data 
you need before starting this).

Have you changed any hardware since you last tried to install XP?

It is possible (if you haven't changed anything) that a hardware item is starting 
to die - causing the problem (XP is more sensitive to bad hardware than 98).
