Folks - it is just this simple: 1) START--->RUN--->type in 'msconfig' and hit enter.
Select the 'Services' tab and ensure that service 'Windows Installer' is checked.
Check it if needed.
2) Start up Windows Services (via Control Panel and check for Windows Installer and
start it if it is not started. You might need to edit it. Double click on the entry
and modify as needed.
