Question about 'Using .CAB Files'

I have a question about a supposed program called "portfolio Analysis.cab" which I cannot get to open in XP. I am directed to an Extract box which asks me to extract the file and when i do this the same process repeats itself when i try to open the extracted file. Any ideas ??
