It could have been installing V3 because I had Service Pack 2. It could also have
been a manual delete of Office 2000. I tried to fix it with a repair install of
Windows. That didn't work and I further disrupted my system by downloading Windows
Security Updates before installing Service Pack 2. Several wouldn't install. I
then tried to install Service Pack 2 and it failed. I've just finished backing up
my data and am going to clean install Windows.
