I had this problem for a long time. When I booted windows, it would show just the
wallpaper and that is it. I would have to open task manager, end the explorer.exe
process and then goto "new task" and type in explorer. However, I think I know how
to solve it since it worked for me. It was related to a virus called "Pinfi" or
"Parite"
This virus infects explorer.exe and then proceeds to infect all other exe files on
your computer and network shares. It makes it so that explorer.exe does not work
when windows starts up also. For details on how to get rid of it go here:

and click on the "Removal" tab.
You need Norton Antivirus (at least the trial version is what I used).
Follow those instructions and I believe you are set.
