Question about 'Change the icon for Internet Shortcuts'

I tried the above suggestion on going into the registry and making your suggested settings and it still does not work? Surely someone has a sure-fire way to fix this problem ? It's be 3 years since XP has been out ? I'm open to any suggestions to try and change a IE shortcut icon from the default "big blue E " like IE does now. All my shortcuts are a blue E !
