Webcam dilemma's

My brother has just set up a Microsoft Live 3000 webcam and we are using it unsuccessfully via Windows Live (MSN). The bandwidth of either the USB or the ISP seems to be an issue but it shouldn't be - we only want 15 - 30 fps and this equates to 64Kbps (?) We are both on relatively fast broadband connections

What other parameters are we overlooking?

Is there a good source of info out there on fine tuning web cam set ups? (I know I'm being lazy asking here but you get so many refs on Google that I wondered if anyone had a "shortcut"!) Thanks in advance...
