This often occurs when a program has not completely installed/uninstalled. If the installer dialog box references a program that you currently have installed(often Office), insert the CD and run a repair install. If the dialog references a program that you have uninstalled, use the Windows Installer Clean-up Utility to finish up the job: http://support.microsoft.com/default.aspx?scid=kb;en-us;290301
