Try this - click on Start - Control Panel - Sounds Speech and Audio Devices - Sounds
and Audio Devices - Sounds (tab). Make sure that there is a sound scheme displayed
in the drop down window (Windows Default or some other scheme that you may created).
When I was trying to fix my missing sound icon on the taskbar, the sound scheme
was blank. As soon as I did the drop down menu and selected "Windows Default," and
clicked OK, the icon reappeared on the taskbar.
Hope this helps.
