allowing blocked scripts on local page after SP2 install

I just installed SP2 and even though I followed the instructions I can't get it to
allow the script to run without manually allowing it everytime.

I wrote a local startpage with links to often visited sites arranged in menus, the
file is c:\home+1.htm
It worked fine until I loaded SP2.

The "evil" code it refuses to run
 just contains "on Change" etc.

I went into Internet options-Security-Local Intranet-Sites-Advanced and added the
following:
file://localsrvr/C:
(it changed it to file://localsrvrC:)
but it took it and IE would let me load the page a few times but then seemed to forget
the settings even though the entry was still there and would again warn about the
page and require me to allow it again.

Any idea how I can always allow it without manually clicking dozens of times a day?
