Services.exe 100% on Startup XP SP2

Furstrating problem on my Flatmate's computer, namely when his computer is booting
up services.exe quickly heads to 100% cpu usage and the computer hangs. There's just
enough time to get task manager up but that's about it. Says he hasn't downloaded/installed
anything and the computer was working fine last night.
Reading around I disconnected the internet (Seemed there were a few things that could
cause it to go to 100% sending out emails and such masking themselves as services.exe)
and found there is indeed only the one instance of it running, unable to perform
a virus scan due to the computer freezing a few seconds into the boot but I would
assume it's not the case.
Is there anything that can be done? Not being able to even do anything within windows
seems to lead me towards "no" and windows won't allow services.exe to be terminated.
(Literally all there is time for when starting up to to get task manager up and try
to end a process or two, even the task bar dosen't work).
Only other thought I had was connecting his drive to my computer, booting from my
own windows, and manually removing his startup processess from the drive but I wouldn't
even know where to look for them.
Usually can solve thiese things with a bit of googling but come up empty (All seem
to have solutions assuming windows is still functioning)
Any help would be greatly apprieciated.
