missing controlkey settings

this is a different message that i'm asking about, but it is about my xp not downloading. at the recovery console i typed in: cd system32, enter, ren c_1252.nls c_1252.old, enter, expand D:\i386\c_1252.nl_ c:windows\system32, and enter. This seemed to at least have opened that particular file from the d drive, but it did not fix the startupkey being missing. i can't run anything without assigning a startup key and the other manual ways to get them in didn't work because i reformatted the drive and there is nothing to copy the files from to the new one unless it's off the d drive or a drive. of course they won't read wildcards from copy or won't run at all. I did a dir on c:\windows\system32 and there were hundreds of files to chose from in this directory. does anyone know which one would hold the settings for startup and the controlkey setting? i've typed in other files to be copied from the d drive using a similar form as the one above with file c_1252.nls, and only one of them downloaded, so not all files are able to be copied from the d drive like this. also, they do run, but they run by repeating the same message for about a 50 rows and then stop. the message just says missing startup key or something like that or no controlkey assigned. how would i type in from the recovery console the last known good operating system when i can't access it from the menu when i press f8? usually if windows xp is downloaded, it will give you the option to use the last known good connection in the same menu it asks if you would like to go to the c: prompt, but mine won't so i'll have to type it in manually. if anyone knows, please let me know. none of the registry fixits will work and nothing will run from any drive accept give directories and then copying to c drive using the form i printed in up near the top of this page, other than it, nothing will download or run.
