Not sure that your idea will work. Some applications control the context menu for their own purposes, and under those conditions your shortcuts would not be available. If you use Tweak Ui and have chosen to use the "Focus follows mouse" feature, you may find that your margin toolbars are less active if you reduce the sensitivity settings of your hover, and decrease the size of the affected area- helped me with the similar situation. PC magazine sells a "Contex Menu Plus" utility which has an editible section, but I cannot say for sure that it would answer.
