Question about 'Disable the Internet Connection Wizard'

I have a question about Disable the Internet Connection Wizard:

Hi all. I'm running Windows XP SP2 and it won't let me remove the Connection Wizard folder. (says it's used by another program) I also tried to enter a dword value of 1 as described above. Should a dword value of 1 look like 01 00 00 00 ? I restarted the computer and still cannot remove that CW folder. Am I missing something? I never utilized the connection wizard; always set up my broadband manually. Thanks so much.
