All these fixes usually don't solve the problem - they're mostly crap and just don't
work.
Here is something so simple that I really am at a loss as to how Bill Gates and his
bunch of monkeys at Micro$oft have not posted this solution;
Go to: CONTROL PANEL--->ADMINISTRATIVE TOOLS--->SERVICES
SET "Remote Access Connection Manager" to "MANUAL" or "AUTOMATIC"
If the service is unable to be started then you will need to reboot.
The greying out of the "Connect using a dial-up modem" and "Connect using a broadband
connection that requires a username and password" is a 100% reproducible phenomenon,
ie: turn off/stop the "Remote Access Connection Manager" service and your top two
connection options will be greyed out. Turn it back on and you're all go!
