I just updated my wife's IBM Thinkpad HDD (XP Pro SP1) using Ghost 2003 and just
got this problem. Sorry if this 'solution' is more than a year old... but I hope
this will help future visitors looking for a solution (like I tried to).
The 'fdisk /mbr' solution should work if your HDD has FAT32 partition(s). Didnt work
for me as I only have one NTFS partition for the whole drive - fdisk said no drives
found!!!
I think Microsoft's Knowledge Base has grouped a series of these problems into another
article.
It's now here:

and it asks Ghost users to rebuild the Ghost image with the '-FDSZ' option. Huh?!!
My solution:
Use Ghost's 'gdisk' utility to reinitialize the Master Boot Record (MBR) for the
drive and IMMEDIATELY reboot. Command is:
A:\> gdisk 1 /MBR
where 1 is my 1st disk.
When XP boots in and after logging in, your system tray will show 'New hardware found',
'New Harddisk...'. After that, a pop-up will indicate that XP has 'installed drivers'
(yeah right!) for your new hardware and request a reboot. Do it and you're done.
Notes:
It seems, that the 'activation hash code' is stored in the HDD's MBR. Ghost's '-FDSZ'
option means dont copy drive signature over fr the old drive. Whacking off the MBR
with gdisk forces XP SP1 to rebuild this and rehash all over again - and Microsoft
calls this 'installing new drivers for your new hardware'...
