I can confirm: This is what was spawning the great irritation, NAV 2004.
There's no entries in any of the autorun locations (if you think MSconfig is even
remotely useful, try "Autoruns" www.sysinternals.com ), also the plain old startup
is clean too.
If you're in a similar situation, and you're unable to stop the offending program
from loading (or you simply can't figure out what's loading it) there's always the
brute force method.
Kill msmsgs.exe using task manager, process viewer (sysinternals.com) etc. then rename
the file. I usually rename it to msmsgs.*expletive*. That's the less elegant way,
but brutally effective.
