I've tried everything here and nothing works. I tried the gpedit idea, but I do
not have Windows Explorer listed under Windows Components! I only have Windows Media
listed there, so it was a dead end. Arranging icons is likewise a deadend. I've
converted the background tile to a BMP and that was a deadend. Any other ideas?
The idea of going into settings and clicking on an icon while in the dialog box doesn't
work because as soon as the OK is hit in the dialog box, the icon highlighting goes
away - so I don't see how that was ever intended to work. I don't see Windows succumbing
to the mouse...
