This is your solution:

When Microsoft Office 2003 is asking for the location of SKUxxx.CAB, but won’t find 
it when you provide the location of the install CD:

Go into the registry:

HKEY_Local_Machine
Software
Microsoft
Office
11.0
Delivery

Change CDCache to 0  (not 2 or 1)

I would suggest you put this into a word doc and put it in the install folder of 
Office 2003 because this happens all the time on SBE and it is sooooo simple to fix.
