OK, I was having this same problem after installing some drivers for my laptop.
Before you go reinstalling XP, etc. Try this:
1. Download Tweak Ui from Microsoft (google it)
2. Install the program and Run It
3. Inside Tweak Ui, navigate to section "Taskbar and Start Menu" in the tree on the
left.
4. There are 4 check boxes. Make sure the "Show Taskbar notifications" option is
CHECKED. (if it appears checked, uncheck it, hit apply, then check it and hit apply
again - brute force)
5. Log off and log back on. (or restart)
This solved my problem and, unless you just have all icons hidden, it will hopefully
solve yours as well.
