Question about 'I get a 'File not found' message when I try to start any program'

I have a question about I
get a 'File not found' message when I try to start any program:
When I install the 07-102.inf file, I get a message that says "Windows cannot open
this file: File: grpconv.exe" This is the same result as when I install the UnHookExec.inf
file from Symantec. The overall result is that it does not work since my machine
cannot run exe files. Can this file be modified so that it doesn't have to try to
run grpconv.exe? Any other suggestions? Thanks.
