..Dell Inspiron 4000 with 256 megs of RAM, two 10 meg hard drives. PIII 850. The 
Windows XP is slow to start. But once loaded, it takes up to 7 minutes between opening 
program files and time they actually open.

First off, I'm sure you don't have any 10 MB hard drives, and likely mean 
10 GB.

Anyway, you can't expect XP to run much better with those specs. You not only have 
a slower processor (which would be great for older OS's), but you also have only 
256 MB installed.
