Andrea, do you have XP Home or XP Pro? Now sure if it makes a difference but on my XP Pro system, I just booted to Safe Mode, logged in as Administrator and was able to create a new account via Control Panel, User Accounts. So my previous comment about not being able to do so was wrong.

Have you tried to do this yet?
