I've never heard of a Cookies folder. On my XP system, cookies are kept in
C:\Documents and Settings\myuserid\Local Settings\Temporary Internet Files
and are fully visible.
I agree that there are some hidden folders that are not visible from a command
prompt but they are visible from Windows Explorer. An example is the Recycle Bin
C:\RECYCLER\S-1-5-21-796845957-1284227242-839522115-1004
and even with that one, if you know the correct path you can change to it in a
command prompt.
They are hidden to prevent users from doing things that will trash the system.
