I just wanted to add what I've found. A client had the problem of 2 links opening in IE every time he clicked on a shortcut on the desktop or email. The problem was the "DDE Message" line under: My Computer / Tools / Folder Options / File Types / URL:HyperText Transfer Protocol / Advanced / Open (click open then edit)

The line was:
"%1",,0,0,,,,
and needed to be
"%1",,-1,0,,,,
The -1 seems to prevent a second window from opening. Hope this helps.
