The only thing in common was that both computers had been use at a local college. To fix the problem run regedit and go to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\NetBT\Parameters DHCPNodeType by default is 1 on most networks. Mine was set to 2. Changing it fixed the problem and using it at the college brings it back.
