outlook looses pop3 settings on restart

In Outlook 2k3 and 2k7 when configuring to use a secured pop3 mail server (yahoo and gmail) it will work fine once the information is input. Once the program is closed and re-opened any settings on the 'advanced' tab of the account settings, regarding "server requires an encrypted connection (ssl)" and changes to outgoing server port, are reset to defaults. Reinstalling outlook does not resolve, nor does upgrading from 2k3 to 2k7. What can I do to keep those settings?
