If you are not connected through a broadband router, but straight to the modem, Windows
can/will freeze while it is waiting for the ISP to assign an IP address. This was
a common problem with older modems that didn't have, or were not enabled with an
internal router, and coonected to the ISP with an always on connection. If your
account is one in which the computer has to log in, then your machine is probably
going through this process when booting up.
Not sure why turning off the PSU switch makes a difference unless powering down is
effecting the hardware or NIC (Network Interface Card) in the machine. A bad NIC
can cause a problem in connecting to the network also. If you are having other problems
or corrupted downloads while online, this may be an issue..
If you do have a broadband router connected between the modem and your PC (always
the safest and recommended way on broadband if your modem doesn't have it built-in
with a firewall), then the router may be having some issus in assigning an IP address.
Bad cables can also have a negative effect. To be sure, try another known good cable..
They should have never been kinked tightly. The ones that the phone company includes
in their kits are a classic example of what should never be done to a LAN cable.
Bending sharply can disturb the twist on the conductors which is essential for proper
operation. LAN cables should never be coiled or bent tighter than 1 inch in diameter.
I make all of my own cable from bulk rolls which have not been bent sharply. Has
made a big diff on my LAN's, especially since they are 1 gig system(s)..
There could be other issues, but gets more difficult to diagnose over a forum without
a lot more info..
