This is an interesting issue. I certainly believe that this problem is related to
some problem with your internet connection, and the fact that the connection may
not be "resetting" properly, when you reboot.
I have seen many PCs continue to power the onboard NIC, after you turn the power
off on the PC. This gives the PC the ability to power up by sending it a signal
over the LAN. SO, by physically turning off the power or resetting your dsl modem,
you are completely resetting a connection, that otherwise, probably stays partially
"active", even when the PC is turned "off."
I would say that some service on the PC is failing, or taking a long time to continue,
when your internet connection is not working properly.
As a test, I would suggest clicking start -> run -> type 'msconfig' (without the
quotes), and press enter. Click the 'services' tab, check 'Hide all microsoft services',
click disable all, click the 'start up' tab, click disable all, then click 'OK',
and restart your PC without physically turning off the power or powering down the
DSL modem.. See if it locks up still, now.
If it doesn't, you will have pinpointed a third party application that is causing
your problems. After performing the above test, you can put your PC back the way
it was, by clicking 'start', 'run', typing 'msconfig' and pressing enter. Click the
'general' tab, and select 'normal startup' to get back to the way it was before the
changes I suggested.
