I am dealing with the same issue for quite sometime and fortunately found a work
around. Here are some few things I did.
- open the image you want to be use as your wallpaper using windows paint.
- save the file using .bmp (any type of bitmap) then place the file on this path
[C:\WINDOWS\Web\Wallpaper].
- Change your wallpaper by using the new edited image.
- Check if the same problem will still persist.
