The first thing I would do is delete the network card in Device Manager then shutdown and reboot. XP will rediscover it and reload it's driver. See if thta helps. If not, download the Winsock XP Fix here and give it a try:

The next thing I would do is replace the network card. If it's integrated on the system board then add a PCI network card if there is a free slot.
