Windows reboots

I've read somewhere that after installing things that require a windows reboot, you can reboot certain services of windows and that is sufficient instead of really rebooting. Can someone tell me which services and/or give me some links relating to this? I've also seen a program that tells you why you need to reboot (what will be changed)
